First, make sure all your devices are signed in with the same Apple ID.

Then make sure Messaging in iCloud is enabled on all devices.

On iPhone and iPad, go to:

Settings -> Apple ID (Your Name) -> iCloud.

Enable Messages

On Mac, open the Messages app

In the menu bar, choose Messages -> Preferences -> Click iMessage

Select the checkbox next to Enable Messages in iCloud.
