You can access any password that has been saved in the iCloud Keychain by using any of your devices (aside from Apple Watch) that are signed into iCloud. You can do this with a Mac by following the steps in the article: Manage passwords using keychains on Mac. Any other iOS device you can access by going to Settings > Passwords > View Password. Without a device that's signed into iCloud there is no other to access passwords on your device. Best wishes.
