iPhone 12 incoming call issues

I have an iPhone 12 and when I get an incoming call, the phone rings for about 5 seconds then it auto declines the call as if I sent them to voicemail. I have reset network settings and reset the whole device and I have had my carrier replace the sim card multiple times and the issue still persists. I have called customer care per my carrier and they do not have a clue as to what the issue is.
