You may have Screen Time Restrictions set to ON.

Open Settings ➔ Screen Time ➔ Content & Privacy Restrictions : Set this to OFF.

Is the AT&T plan setup as an eSIM? If YES Then-

Open Settings ➔ Cellular ➔ Under Cellular Plans : Select the AT&T plan that you wish to remove ➔ REMOVE CELLULAR PLAN.
