Keeps asking to have the same apple ID for i message and iCloud. How do I fix this. Logged out and back in. Cycled phone on and off

First, go to Settings > [your name] and verify the Apple ID that is signed in. Then, head into Settings > Messages > Send & Receive.
If you see the option "Use your Apple ID for iMessage", tap it and sign in with the same Apple ID you saw under Settings > [your name].
If you don't see that message, verify the Apple ID listed under the "Start New Conversations From" section matches the Apple ID under Settings > [your name]. If it doesn't, tap the Apple ID, select "Sign out" from the menu, and then proceed with the above steps to sign in.
