Did you try another computer?
Any error messages given when you try to use Wi-Fi?
Did you try to set it back to factory settings? This will also install the latest iOS Version.
Did you try to use Wi-Fi or the computer to update?
Any Anti-Virus software running? If yes, switch it off and try again.
Or try to use Wi-Fi to update your device wirelessly, as explained in the article.
iTunes on my PC says “You do not have permission to access the requested resource.”
I have Reset it but still it has failed to download.
Updating it over a wireless network has failed for over two weeks now.
