I contacted Customer Service of Vodafone Portugal (Apple supported Carrier) and they mention this SMS is usual and mandatory by Apple when a new iPhone, or restored iPhone is configured for the first time. There is nothing they can do about it. In my specific case I had to perform a restore.
In the end local carrier gains, UK carrier too. Apple could have used a different and less costly way to validate theirs equipment. BTW these are not cheap, so this validation SMS should have been an Apple free cost service for the end-user.
They could have, but they didn't. Most supported carriers do not charge for these messages. If Vodafone does, perhaps you should look into one of the other two carriers there and consider switching if their policy is different. https://support.apple.com/en-us/HT204040
Carriers are free to set their rate plans and fees as they see fit within local laws. Apple has no control about that.

I'm from Spain and was travelling this month around several countries, changing the sim card to a new one of each country, every time I introcuded my original spanih sim card a SMS for 1€ was sent to the fuc*** phone so I got 4€ charge.
someone could think "ok man , aren't you going to die for this, isn't it?" yeah sure, but still it's something very dirty, the SMS are sending without your consent so it should be illegal, still , you do the math if every person with an iPhone do this, it could be millions of USD just with this little underhand service.
I found this very dishonest.
It is said that the solution for this is to change the caller ID from the mobile phone to the email...
Apple needs to clarify why this is happening across the globe. They cannot be keeping silent on this problem.
lucky you, I did this form new zealand in a holidays, several times, each sms was 1 euro, it was 4 times, 4 eauros, lucky me I didn't do it more times.
they are just waiting for the next CEE fine. still cheaper 🙂

No one is keeping silent about anything. In order to register with iMessage, a text message has to be sent to a particular number. If you are using the iPhone on a supported carrier, they have an agreement with Apple where Apple pays the fee. If you're using the phone on an unsupported carrier, which has no agreement with Apple, you pay the fee.
Irrespective of the fact whether I am using my iPhone in a "supported" or "non supported carrier", why should it do it 9 times in a month?? To my understanding, "registering" is a one time task and one doesn't do it every time iMessage or FaceTime is used.
And coming to the first part of your response, can you please send any link to Apple site, which states that what you have mentioned?
If it is doing it nine times then something is wrong with your iPhone. If you search through this site it is quite well known what the text is for but you are correct that Apple has no document that discusses it as they assume you will be using your device with a supported carrier. If your carrier charges for it then that is between you and your carrier and has nothing to do with Apple. I would suggest that you not use iMessage or FaceTime and you will save yourself these fees. Or switch to a supported carrier.
Actually it has been progressively increasing. First month was 1, second month was 2 and last month it was 9.
I am a iPhone user for the past 5 years and it was not happening earlier. Has it got something to do with version upgrade or something? I am totally clueless why this happens only now.
My friend also got 1 entry in the last month bill...and he is expecting a progressive increase over months....
Can you clarify if this phenomenon relates to iMessages only? What about FaceTime?

It could also be a problem with your carrier. And yes it also affects FaceTime.
