I'm in the United States, and I'm trying to install an app that I know is available, but I'm getting a notification saying: App Not Available; This app is currently not available in our country or region. In settings, my location is correct. I have saved my location information, payment method and shipping address. I'm still getting the error.

Your Apple ID is set to the same country as the store showing the item?
How do you know the app is available in the US store? The Developer may have removed the app from the store.

Good point, I'm assuming is available, but I need to confirm with the developer. The person asking me to download it has it in their phone, so that is why I'm assuming. I will come back with my findings.

I guess I was misled by your original statement which led me to think you had already confirmed it is in the USA store. :-/
