Series 3 stuck

My series 3 Apple Watch is stuck on erase all content. I have tried holding both buttons down for 10 seconds and releasing when the Apple logo comes up and then pressing the side button for a further 20 seconds until it asks if I want to erase all data and then pressed confirm. It looks as if it is restarting and then goes back to the same option. It has unpaired on my phone however it won’t leave that ease all data option. What do I do?
