There is no transfer process. It only syncs between iCloud and iPhone.
Use the same Apple ID as that of your iCloud and enable iCloud Photos in your device. That's it.
If you delete Photos and Videos from the iPhone it is deleted from iCloud Photos too, and vice-versa.

My iCloud is maxed out and I don’t want to lose the photos that’s stored on it. I have plenty of storage on my iPhone so I want the original quality photos from the cloud back on my phone.

Buy more iCloud storage. It costs a whopping $.99 cents/month for 50 GB of storage in iCloud. That's about the cost of two premium drinks at Starbucks.
