Plugged in the Cable?:

Is the issue that you cable is plugged in, but it is not charging? If so, go here: If your iPhone, iPad, or iPod touch won't charge - Apple Support. Make sure there is power to the wall socket.

Getting a New Cable for Charging:

Also, consider getting a new cable for charging your iPad. It doesn't have to be of Apple brand, though I find it being a bit more trustworthy going brand-for-brand, being such an expensive device.
