How can I get the kindle app for ios 9 on an older ipad?

There was a thread in 2018 about how to do this, older iTunes allowed you to choose the version, including older ones, to download, but it doesn't seem possible.

Any other options?

Nope.

If Amazon discontinued support for older versions of iPadOs there is nothing you can do.
