that device was stolen it was backed up but for a few months my 50gb storage wasn’t paid for because it was pulled from an account that no longer was active. Now on my new device it shows I have nothing on my iCloud from that device how do I get all my pictures back?

If you didn't have the extra storage for a few months, the pictures may have been deleted from iCloud. Have you gone to iCloud.com/Photos using a computer browser to see if the pictures show there?
