Add Covid vaccine card to Apple Health app

Is there a way to scan a copy of your Covid vaccination card to the Health App?

There is no manual way to add that record to the Health app. What you can do, as an alternative, is to take a picture of the Vaccination card and maintain it in your Photo Album.

They way I have it is that my Health app is connected to my Doctor's network app. The Doctor registers and records the vaccination and that information is then imported to the Health app. Ask your doctor if s/he belongs to a Health network and whether there is an app that you can use from that network.
