Dual factor authentication was turned on by default on an iphone xs max i bought today, I wish to turn this off. I have not found any method thus far.
If I reset the phone to factory can I setup the iphone without dual factor authentication?

It isn't on your phone, it is on your Apple ID.
Two-factor authentication is enabled by default on new Apple IDs and cannot be turned off. If you have an old account and recently activated Two Factor Authentication note this section of an Apple support article:
