Your iPhone may not be compatible with iOS 14, but if it is, it will appear in Software Update: Update your iPhone, iPad, or iPod touch - Apple Support.
iOS 13 is no longer available.

The latest software update is iOS 14.5.1. It only supports iPhone SE,iPhone 6s and later...
You can learn more about it here: https://www.apple.com/ios/ios-14/
Go to---> Settings---> General---> Software-update---> Download and install the update.
If you don't see an Update; your iPhone is too old.
You must at least have an iPhone 6s.
How can I upgrade to iOS 13
