Hey, I have an iPhone X, and I downloaded the iCloud for windows. I made album changes and deleted pictures. I want that all the changes I made on my pc will occur on all my devices. Is it possible?

To make changes to your music library, you should do that through iTunes for Windows - not iCloud for Windows. That said, yes its is possible. First download and install iTunes:
Then authorize your PC:
Authorize or deauthorize your computer for iTunes Store purchases - Apple Support
Add the music to your iTunes library:

Finally, sync that music to your device:
Use iTunes to sync your iPhone, iPad, or iPod with your computer - Apple Support
