I cannot send text messages to non-iPhone users after this last update. I really wish I would not have updated.
I can call and receive texts, so it is not a carrier issue.

My cell phone carrier fixed the problem. It was the update. The carrier upgraded their network and the update did not catch the upgrade completely.

you verified that it isn't a carrier issue by calling them and letting them know their service SMS isn't working on your phone. IOS update has nothing to do with text message.
