Also have you tried doing a reboot of the iPad either shutdown/restart normally or via the “hard restart” option explained online? https://support.apple.com/guide/ipad/restart-ipad-ipad63d30b5a/14.0/ipados/14.0
Also you can go to General Settings and do a Network Settings Reset

You need to setup WIFI and Bluetooth devices after that, unfortunately.

I’ve gotten a notice that the iPad hasn’t backed up in several weeks. I’ve tried “back up now”. It runs a few seconds and tells me “failed to backup “. I’ve restarted the iPad, deleted old backups, and tried several time to backup. Same result, “failed to backup”.
How much storage space do you have left on your iPad if you go to general in settings and iPad storage? How much storage do you have left an iCloud? Have you tried backing up to make a hardcopy in iTunes or find her in Catalina or above?
I remember I’ve seen this error message on my device when I tried to backup using a hotspot/tethering my iPad to my iPhone. It would not backup.
Is it happening in every WIFI you try? Have you tried at another location / different WIFI access point? Is the WIFI router maybe setup to prevent from UPnP i.e. on very high security settings?

Hopefully your iPad is plugged in to power and on a strong Wi-Fi signal when attempting the backup.
I’ve used 18 of 32 g on my iPad. I recently purchased 50gb for iCloud. iTunes and Catalina? Yes plugged in and good WiFi.
Are you using some anti-virus, VPN or similarly restricting product or method? Is your Wi-Fi possibly restricted by an employer or education institution?
Not using special and it’s my home WiFi. My iPhone, wife’s iPhone and her iPad all continue to operate correctly.
Until you can get to back up my iCloud why don’t you make a hardcopy on your computer via iTunes or finder
