From a computer you’ll export the contacts from Yahoo into a vCard file following their steps at https://help.yahoo.com/kb/SLN22580.html
You’ll import that v card file into your Apple ID thru iCloud following https://support.apple.com/guide/icloud/import-contact-information-mmfba7399f/icloud
