Deleting apps

I cannot delete apps from my iPhone 11 max pro. It only gives me the option of removing from Home Screen. The apps stay in my library. Everything I look up tells me to keep it pressed and then hit the X. Mine will only give me a - with no X. I need help please

Please check: Settings - Screen Time - Content & Privacy Restrictions - iTunes & App Store Purchases - Deleting Apps = Allow.
