So i have a 4th genoration ipod and it will turn on and the apple logo will appear but then it will show a picture of a ipod and at the bottom says "www.apple.com/support/ipod with a little frown at the end... It keeps doing it over and over again.. ? How do i go about fixing this?

The hard drive has probably failed. See If you see a red X icon on your iPod classic or iPod nano (5th generation or earlier) - Apple Support (archived copy). I doubt there is an economic repair. There are SD conversion kits for later models but I've no idea if they are available for the 4th gen.
