If I delete photos from iCloud, will they be deleted from all my devices?

When you delete photos from iCloud in your iCloud Photos Library, the photos will be deleted from all devices, that are syncing with iCloud Photos, using the same AppleID for iCloud.

What are you trying to do? If your want to free storage in iCloud, but keep the photos on your devices, you will have to signet of iCloud Photos on the devices where you want to keep your photos, and ensure, that the photos have been downloaded from iCloud Photos - disable "Optimise Storage" for iCloud Photos on that device, so the photos can download back to that device from iCloud, before you delete the photos from iCloud.
