CRITICAL ALERTS

I want to activate CRITICAL ALERTS on my iphone 12 mini but this does not feature in settings.

How can I get it to activate this?

Emergency notification will not go away on iPhone I have an annoying notification on my iPhone 14 pro max that will not go away no matter what I do. When I try to open it nothing happens. I spoke with Apple support and they said to wait a few days and it will go away. It hasn’t! Has anyone else had this issue. I believe its connected to the new satellite emergency system.
