I’ve tried all possible ways by your link but didn’t find help, all that I’ve tried before also. I’m from Belarus and I can’t contact with support by phone and there is no way to write the ticket to support. Thank you if you cold help me.
It can't be enabled from your end. Click here and contact Apple Support at a time they're open.

You need to call Apple Support and speak to the iTunes department to find out why
It's been established that they cannot call Apple from their country and alternate methods have been suggested.
