so i dropped my left airpod in water for litteraly 2 second and i got them out and dried them but after a day it stoped working and now the box is flashing green and making a high pitched noise when its in the box also when i use them it doesnt show the batery life of the left airpod. Does this mean its permanently water damaged? can i do anything to fix it?

yes you are correct it is water damaged you will need to get it replaced by apple or buy some new ones.
