Doing a restart in the Safe Mode will accomplish this. Hold down the Shift key at startup. This will also do other maintenance fixes in the process. Be patient as it can take up to 10 minutes. When complete, restart as normal.
Further - there are what are called " Evercookies ". Do an Wikipedia Search for details
To get them out;
Close Safari first
On desktop go to GO and then GO TO FOLDER
Copy and paste this ~/Library/Safari/Databases
A folder called _indexedDB
Open _indexedDB
See another folder called v1 and open it
The folders inside the v1 can be Drag and Drop to Trash ( NOT the V1 Folder itself )

The first part is while in Safari >> click Safari in Menu Bar and Pop Down Menu and look for Clear History and choose ALL.
