Change apple ID
My husband I I use same Apple ID. Creating problems. How do we assign him a new Apple id
iPhone 4s, iOS 9
Then comes the issue of getting his stuff onto the other account which is not so easy and impossible for some things.

Look into using Family Sharing to continue to be able to use items purchased with one Apple ID with other Apple IDs.
