How do I use time machine to back up my external hard drives

Hi, Question - Is there a possible way to use a time machine to back up my external hard drives? I've looked on the backup exclusion list and I'm unable to remove my external hard drive from the list therefore it can not be backed up.

Currently, I have 2 External Drives connected to my mac. One for Time Machine and the other for documents and as secondary storage. Any help would be appreciated. Thank you
