How do i delete files in "other users"? Right now I'm not able to access that section when I'm in the manage storage pane.

One should never alter, modify, move, delete anything in this Category. Doing so may render the OS unstable and / or Corrupt the OS to the point of having to reinstall the OS

To clear out space in "Other Users", you'll need to log into each user account and clear out space used by it. This usually includes large unneeded downloads and such.
For each user account that you check, go to About This Mac -> Storage. The results are personalized for each user and show what space can be saved.
If I understand the question correctly, OP is referring to Other Users, not the “Other” category you’re describing.
