Is MS office free on iPad mini? Or a subscription is needed for iPad mini also?
As far as I know, iPads with screen sizes above 10.2 inches need annual subscription of MS Office. What about iPad mini?

You are partially correct.
For devices with a screen size below 10.1”, such as the iPad mini, the core Microsoft Apps provide restricted “free” functionality - that includes the ability to create and edit documents. For devices with screens that exceed 10.1”, without an Office 365 subscription, you can only open/view an existing document.
In both cases, an O365 subscription unlocks full App functionality.

The app on the iPad Mini is the same as the app on any other iPad. To be able to create and edit a document in Word on the iPad requires an Office subscription. However. the apps are not full fledged versions of Office, they are restricted, as well as are the online versions of the Office apps.
