The Memoji won’t let me download it. Saying I don’t have 14.0

This application is made specifically for using Memoji with an Apple Watch so that is why you are unable to download. The banner at the top that says "Requires iOS 13.0 or later" is expected behavior and just a requirement for downloading the application, not your device thinking that you are running an older iOS.
