Texts to both phones
2 iPhone 11’s on 1account. Text messages on 1go to the other. 1way only. How would I find and fix the problem?

If you are sharing an Apple ID with someone else.. you shouldn't. They are not meant to be shared.
You can try this..
On each iPhone, go to Settings > Messages > Text Message Forwarding and make sure the switch is turned off for the other phone
