Brand new Apple Watch. Tried to set up but stuck on activation lock. Have correct Apple ID, but it won’t log me in. What do I do?

Just got an Apple Watch for Mother’s Day. I’m trying to set it up. Paired it with my phone, then I got to the activation Lock Screen. I’ve entered my Apple ID email and iCloud email with passwords, but can’t get past this step. Why is this happening? Not sure what to do from here. Please help.

The person that you bought this watch from needs to follow all the steps in this link;

Prepare the watch so the buyer can use it.

If they can't or won't then get your money back or recycle the watch and put it down to experience.
