Why is my game data not syncing on all my devices

I have games that I started on my phone that are not syncing to my iPad. I am signed in with same Id and have tried all tips that I can find to fix.

If you can access your gameplay data on one device, but not on another, you might need to check your settings. Make sure that you have an iPhone or iPod touch with the latest version of iOS, an iPad with the latest version of iPadOS, a Mac with the latest version of macOS, or an Apple TV with the latest version of tvOS."
