Just about all my files all files and folders were created on 1/1/2020 at 12:00pm is that normal? Is it possible that theres been some kind of corruption in my files? Its just about all of them

I just had the chance to look at this on my mac. Yes, these dates are NORMAL.
Note that these are the CREATION dates for files that are shipped as part of the OS distribution.
As you can see, some of these have MODIFICATION dates that are more recent.
So, I reiterate: if you are seeing this in locations such as this (/Library) and your own files have dates that are consistent with your expectations, ALL IS WELL.

I would not think much of it if it is only happening in those locations. Are YOUR files showing the same? Now that would be cause for concern.
If you do
ls -l
in Terminal, does it also show the same date?
As I wrote before those folders inside /Library having the same Created Date is NORMAL.
Of course the other things are NOT.

All of that seems normal. Here is what I see from my own Applications folder. In case you are wondering why there is an 8 hour difference, it is just because I am in a different time zone - 8 hours ahead of you, in Portugal.
It's all the files except for my user files, some of them and thats because I just reinstalled MacOS. It was like that even before I reinstalled it though. Also, my administrative user account is pretty much useless I'm blocked from gaining permission on just about everything. I tried to uninstall a program from an unknown source that I didn't even know was there but I was unable to because the permission restrictions. The program was not a systems program, in fact apple doesn't even recognize it as 3rd party app. Mac setting aren't typically restricting when it comes to apps from other developers. I think theres something wrong with the system. I just completely wiped the hard-rive and reinstalled it. I think theres something wrong with my base system. I don't know what to do or what to for. I recorded a screen shot of the whole thing.
Everything looks 100% normal. That is just the way Apple is doing it now.
Your permissions problem sounds like it was unrelated. Wiping the hard drive and reinstalling should correct the permissions problem.
thank you that gives me a little more peace of mind. its just weird to see that all those files and I mean its most of them would all have the same created date and modification date on 1/1/2020 12:00. its bizarre
