I’m trying to remove a family member from the family sharing but there is no remove button on all members, i followed all the steps as per apple support but couldn’t find the remove option.

Is the family member in question over 13 (or is the age that Apple has for that family member over 13)? See the following from https://support.apple.com/en-us/HT201081#removesomeone
The family organizer can remove anyone age 13 or older* from the family group. If you need to, you can transfer a child to another family.
