can't open my photos on external drive

I am trying to view/download photos from my external drive, but the iPhoto icon is grey with a crossed out circle on it. I moved it to my mac laptop desktop and it appeared to copy the contents to my desktop, but a yellow ! warning comes up saying "iPhoto isn't supported in this version of macOS" when I click "learn more" it tells me "32-bit app compatibility with macOS High Sierra 10.13.4 and later..."

I just want to recover these photos! I have macOS Big Sur on my laptop.

Do I need to pay for something like "recoverit" app in order to recover all of these pictures?

You don't need to pay anything.

iPhoto was discontinued 6 years ago. It is no longer developed or sold. It was replaced by the more powerful (and free) Photos.app that comes with the OS. You can migrate to that app very simply:

Hold down the option (or alt) key and launch Photos. From the resulting menu select 'Choose Library' and point at your iPhoto Library. It will do the rest.

If you prefer not to use Photos there are several 3rd party apps that you can use. Which to choose depends on the kind of photographer you are and your budget.
