I accedently deleted all my contact on my phone how do I retrieve the contacts

I m surprised that you are not seeing the Restore options on iCloud.com. So:

1. Do you synch your contacts to iCloud?
2. If not, do you back up your phone locally, i.e. on your computer?
3. Could you go to iCloud.com using a browser, click on Account Settings and take a screenshot (without personal information) of what you are seeing? You can post the screenshot by using the second-to-last button in the toolbar at the bottom of your post (the button that looks like a mountain).

1. Go to iCloud.com
2. Click Account Settings
3. Click Restore Contacts (in the Advanced section)
4. Follow the prompts in the popup window

Unless you previously had set up WhatsApp to sync your contacts to iCloud or some other cloud service you are out of luck.

Check your iCloud account to see if they were synched there and check any recent back-ups to see if they are there. If in neither place, they are probably gone for good.
