Is it possible to set Apple Mail so that it will allow certain email addresses to display HTML (or even just graphics/photos) via a rule or setting in preferences? I've been looking for an answer in these forums, but can't find one. Help!

No. Not a feature in Apple Mail. One can assign an image link from a persistent server in an HTML signature, but that is all. Otherwise, you can assign an HTML link to text in a Mail compose message as shown elsewhere in this thread.

If you set Mail's Composing preferences to use Rich Text,
emails will end tip as active links as well as URLs
Not sure what you mean about photos as you can just add photos to the body and they will display where you put them.
