Why is my Apple ID balance not being applied to online Apple Store purchases?

Even though I have a significant positive balance in my Apple account, it is not being applied when I try to make a purchase at the online Apple Store. It seems to debit for purchases from the App store ore for music or books but I am unable to apply the balance to equipment or accessories. I thought the balance was supposed to be applied automatically until zeroed out.

Thank you but I have been there and done that. first tried chat with Apple and if it was a real person he responded like a bot. Didn't seem to pay attention to any of the info I gave him. Made a call to the 800 number and talk with an agent who kick it to a supervisor who still was unable to answer my question. They promised to email me a response and all I received was the same link you sent which suggests that the balance should be the first money tapped into when I make a purchase but, in fact, it is not.


I am getting very frustrated because Apple seems to be sitting on MY money and all I can purchase are small ticket items like music, books, or apps. I thought maybe I am not the only one this has happened too.
