how do you delete apps if the minus button doesn't appear

Have a ipad 8th generation and when I try to delete apps, the minus does not appear.

How do I delete them. All apps, not just factory installed

iPad Air 2, iPadOS 14

If you are experiencing difficulties with removing Apps from your iPad, you need to check your ScreenTime restrictions:

Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > Deleting Apps - ensure that this permission is set to Allow

Have you have enabled Assistive Touch? If so, turn it off:

Settings > Accessibility > AssistiveTouch > AssistiveTouch - set to OFF

Thank you so much. That was it.

Maybe you could help with one other issue ? Got this ipad last november and it has always had a block connection to the control panel on top of every page. Have to move it around to keep it out of the way. How can I get that off the page ?

It looks like a black square with center circle.
