Hi, apple only entitles you to a max of 3 accounts per device. It this is a preowned device there is a possibility that the previous owner has already used the quota. There is no way you can make another id using this phone. However, you can go online and make it, there is no limit to it. However, i suggest you keep only 1 id as everything is linked to it.

Create a new ID (if necessary) and sign into iCloud using the same Apple ID on another Apple device/computer. You should then be able to sign in.
