Blocked AND deleted phone numbers

Did you remove the number from the Blocked list? If it is no longer in the blocked list, then it wouldn't be blocked. Block phone numbers, contacts, and emails on your iPhone, iPad, or iPod touch - Apple Support

The link I provided you shows you have to manage blocked numbers. If the number is not in the blocked list, it isn't blocked. What seems to be your problem?
