Cannot change the security questions. Why?
I followed this step by step but this say Cannot Reset Security Questions We don’t have sufficient information to reset your security questions. Why?

It just means Apple can’t verify your identity and allow you to change these security questions.
You can contact them on this page to try to be able to change security questions.
