Phone not turning off and won’t open apps

My iPhone XR is not turning off it turns on, it does not open apps either, I receive Facetime calls and text messages, I have already tried a force restart but it just stays on my Home Screen. How can I fix it?

My phone won't let me press on any apps, answer or make any calls, and won't let me shut down my phone How do I get my phone working again? Yesterday (10/1) I couldn't answer or make any calls or facetimes but I was able to go on apps on the phone. And today (10/2) around 1-2 pm, it completely stopped working, every time I press on an app it won't do anything, whenever I press on a notification, it'll just take me to the home screen. My dad advised me to turn off my phone and turn it back on again, but it won't even let me turn it off. What should I do?

My Iphone wont work Im unsure on what exactly is wrong with my phone. Everything was working fine, I was on facetime with a friend and everything was fine. Now it wont let me click on any apps, it wont let me power down, it wont even let me turn my phone off. I cant do anything.

See if this helps, If your iPhone, iPad, or iPod touch won't turn on or is frozen - Apple Support where you say it is stuck on the home screen. Use the directions about it being frozen.
