If need be, contact Apple Support, asking them where this all stands.

• Proceed from there as necessary

Note: Phone calls are taking a bit to go through at the moment, due to lots of calls. And that makes sense, because with the Coronavirus Pandemic, many are at home at the moment, with much time on their hands to contact Apple. So, just stay on the line, and you will get through :)

As for tracking it down, contact Apple Support via phone, through the link I've provided. They'll see where're this all stands, and will run you through the fix. If need be, screenshare your device's screen while on the phone with Apple.
