What might “locked” mean exactly?

Passcode locked? If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support
Activation locked? How to remove Activation Lock - Apple Support
Carrier locked? Only the original cellular carrier may unlock the iPhone if they choose to do so.
Something else?
