I have purchased a second hand Apple Watch. It appears to be linked to the previous owners Apple account. They have checked and it isn’t shown in theirs iCloud account. What can I do?

The person that you bought this watch from needs to follow all the steps in this link;

If they can't or won't then get your money back or recycle the watch and put it down to experience.
