Unauthorized app purchase

Unauthorized app purchase, remove credit card from email or apple ID non longer in use, is getting charged for months since October. I need a 1800 #### #### for billing

Again that apple ID is not on use and its not mine, it might be used by my mother once but she doesn't know her password on her old phone she doesn't longer use apple or that apple ID, I need a number to call and speak to a person?
